CyberSEA Technologies Secures Strategic Investment from Penn Quarter Capital to Advance AI-Powered Subsea Cybersecurity
Arlington, VA — June 2025 — CyberSEA Technologies, Inc., an emerging leader in artificial intelligence and cybersecurity for subsea infrastructure, today announced it has secured a strategic investment from Penn Quarter Capital, Inc. The funding will accelerate development of CyberSEA’s real-time intrusion detection platform purpose-built for submarine fiber optic cable networks—an increasingly targeted and under-defended domain of the global communications infrastructure.
CyberSEA Technologies provides classified and dual-use solutions designed to detect, attribute, and counter nation-state intrusion attempts beneath the surface of the ocean. Its flagship system, M-AIDE™ (Maritime AI Intrusion Detection Engine), uses machine learning and telemetry-based analytics to identify anomalous activities across undersea cable networks in real time.

The capital will be used to:
Complete the company’s Facility Clearance Level (FCL) process for classified defense work
Advance field testing with Tier-1 global telecom partners and cable landing stations
Expand the engineering team and secure key technical talent with TS/SCI credentials
File multiple U.S. patents for subsea cybersecurity detection frameworks
Formalize partnerships with IC, DARPA, and U.S. Navy research directorates
“CyberSEA is solving a national security problem that has been largely ignored—until now,” said a spokesperson from Penn Quarter Capital. “Their leadership, technical roadmap, and access to defense channels position them for strategic relevance in a contested global environment.”
CyberSEA’s dual-use architecture allows it to serve both Department of Defense (DoD) clients and global commercial operators, offering threat detection for the 97% of global traffic transmitted through subsea cable systems. The company anticipates onboarding additional strategic investors in late 2025.
